The idea of a team in Chester sounds great. However, from an investors standpoint, tons of cash needs to be spent before a profit is realized.

$30 million franchise fee
$110 construction fee of Soccer specific stadium
The cost to lease the land, or buy the land.

Then there is the salary budget for players, especially potential designated player spot spendings (Beckham Rule). Along with all other costs that will add up.

Yes, you're right about the huge start-up cost. But there is a ton of potential to make big profits 10 years down the road. Starting an MLS franchise is high risk low reward...right now. But the Tri-state area is a soccer area. Philly and surrounding areas embrace everything philly (sports-wise). I dont think a soccer team woulod be much different. We are the losingest city in sports, and we still get good crowds at our sporting events. The KIxx get about 10-15 thousand a game, and that is indoor, at an old arena.
